Given the latest threats against Cuba by the Trump administration, including the possibility of military intervention, ACERE believes that Congress must use its constitutionally designated authority to detain any possible military actions and to prevent any further assaults against Cuba’s sovereignty. Take action here to tell your member of Congress to support international law, diplomacy and peace.

To prepare for your advocacy action, you may:

Legislative asks

SUPPORT: 
➢ Any effort by the House of Representatives to introduce and/or pass a War Powers
Resolution limiting the President’s ability to initiate or sustain military action in Cuba.
➢ Support H. Con. Res. 68 regarding the removal of military forces in Venezuela (and
congressional insistence on its approval for any military actions).
➢ Introduction of an amendment to the upcoming Defense appropriations bill limiting any
funding or military operations in Cuba.

Secondary asks (if have time while on phone or for in-person visits) –
➢ Resolutions by caucuses of Members (similar to this one by the Congressional Hispanic
Caucus) defining a position of anti-intervention and respect for sovereignty and
international law.
➢ Invite your member to visit Cuba in a congressional delegation or alone.

OPPOSE:
➢ Any intervention – military, intelligence, economic or otherwise – in Cuba. Unauthorized
military intervention violates U.S. federal and constitutional law, as well as international
law and the U.N. Charter. Intervention weakens U.S. geopolitical alliances and any
respect in the region.
➢ Cubans in Cuba do NOT want U.S. intervention of any sort and will not likely abide by
any U.S. government presence or actions. We must center the demands and needs of
Cubans first.

Sample PHONE script:

“My name is [FIRST AND LAST NAME] and I’m a constituent calling from [CITY/DISTRICT]. I’d like to request a brief meeting or call with the appropriate staffer to discuss Rep. ——–’s opposition to any further intervention in Cuba’s sovereign affairs or threats to its population. Can you provide me with the email for the Legislative Director or Foreign Policy staffer?

I’m calling because the recent illegal actions of the Trump administration in Venezuela and the threats of similar action in Cuba are deeply troubling. Unlawful military intervention, abduction of a head of state and the creation of a physical military barrier preventing oil from entering or leaving Venezuela’s shores violates fundamental principles of international and federal law.

The Trump administration’s recent threats against Cuba, including issuing ultimatums and applauding the lack of food and medicine on the island, must be condemned by all.

allianceforcuba@acere.org.
● Be sure that your member has signed the letter sent last year on Cuba before including
that paragraph (you can see the list of members at the link included above). You can
remove this language if writing your Senator.
● You can see if your Member has previously supported pro-normalization positions by
checking to see if they signed letters to the Biden administration in favor of removing
Cuba from the State Sponsors of Terrorism list and of promoting administrative action in
favor of strengthening bilateral relations.
